The hoarding scale
Professionals often describe hoarding in five levels, from Level 1 (light clutter, fully functional home) to Level 5 (severe). The Clutter Image Rating is a similar visual tool used by support services.
What Level 5 looks like
- Rooms completely unusable for their intended purpose
- Blocked exits and no clear walkways
- Structural, electrical or plumbing problems
- Serious sanitation issues — possible human or animal waste, rotting food, pests
- Significant fire and health hazards
The risks
Level 5 properties pose real dangers to occupants and visitors: fire, falls, infection and structural failure. They almost always require biohazard-trained teams with the correct protective equipment.
How it's cleared safely
